China’s Fifth Plenum Communiqué: What Foreign Founders Should Know About the Governance Context

A practical reading of the 20th Central Committee’s Fifth Plenum communiqué for foreign founders registering or operating a company in China, covering the meeting’s dates, participants, agenda and governance themes.

What the Fifth Plenum Was

The 20th Central Committee of the Communist Party of China held its Fifth Plenary Session in Beijing from 26 to 29 October 2026. The communiqué was adopted on 29 October 2026. According to the source, 162 full members and 117 alternate members attended. Members of the Central Commission for Discipline Inspection and responsible officials from relevant sectors attended in a non-voting capacity, as did some grassroots Party delegates to the 20th National Congress and experts and scholars.

The Politburo presided over the session. General Secretary Xi Jinping delivered an important speech. The session heard and discussed the work report Xi made on behalf of the Politburo, and reviewed and approved the Decision of the CPC Central Committee on Several Major Issues Concerning Persisting in Advancing Full and Rigorous Party Self-Governance. Xi also explained the draft Decision to the session.

Why a Party Governance Document Matters to Founders

For foreign founders, the document is not a company law or investment regulation. It is a signal about how the Party describes its own discipline, cadre management and oversight priorities. Those priorities can shape how officials, state-linked partners and regulators behave. The communiqué does not announce new market-entry rules, tax measures, visa policies or foreign-investment incentives. Founders should not read it as a substitute for checking the specific registration, licensing and compliance requirements that apply to their entity.

Main Themes of the Communiqué

Assessment of recent work

The session affirmed the Politburo’s work since the Fourth Plenum. It said the Politburo implemented the spirit of the 20th National Congress and previous plenary sessions, maintained the general principle of pursuing progress while ensuring stability, and applied the new development philosophy in a complete, accurate and comprehensive way. It also described coordinated progress across the “five-sphere integrated plan” and the “four-pronged comprehensive strategy,” the handling of domestic and international situations, and the balancing of development and security. The communiqué states that the 14th Five-Year Plan concluded successfully and the 15th Five-Year Plan got off to a good start. It also mentions celebrations of the Party’s 105th anniversary.

Party self-governance as the central topic

The bulk of the communiqué concerns full and rigorous Party self-governance. It reviews the Party’s history of managing its own organization, describes Party building as a great project in revolution, construction and reform, and refers to the “new great project” of Party building in the new era. It says the Party has found two answers to escaping the historical cycle of rise and decline: letting the people supervise the government, and self-revolution.

The session assessed achievements in Party self-governance in the new era. It said the Central Committee, with Xi Jinping at its core, confronted problems including weakened or diluted Party leadership, lax and ineffective Party management, and serious issues inside the Party. It said the Party persisted in rigorous self-governance, turned inward, used strong measures, and fundamentally reversed loose and soft Party management. It also said some long-standing unhealthy tendencies were stopped and some chronic problems were corrected.

The “Xi Jinping thought on Party building”

The communiqué states that the Central Committee has formed Xi Jinping thought on Party building in response to the question of what kind of long-ruling Marxist party to build and how to build it. It describes this as part of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and as a guide for advancing the new great project of Party building.

Pressures and risks identified

The session said rigorous Party governance has favorable conditions but also faces new situations and problems. It cited profound changes in the global, national and Party situations. It said the tasks of safeguarding national sovereignty, security and development interests, of promoting reform and development and maintaining social harmony and stability, and of preserving the Party’s advanced nature and purity have become more arduous. It referred to the “four tests” and “four dangers” as long-term, complex and severe. It called on the whole Party to understand the significance of sustained rigorous self-governance from the strategic perspective of consolidating long-term governance and achieving national rejuvenation.

Principles and Deployments Set Out

The communiqué lists principles for sustained rigorous Party self-governance: serving the Party’s mission and tasks, taking political building as the guide, being comprehensive and strict, being problem-oriented, upholding integrity and innovation, leading by example, and governing the Party in accordance with regulations.

It also sets out a series of deployments. These include strengthening Party members’ Party spirit, implementing democratic centralism, building a high-quality cadre team capable of national rejuvenation, and creating an organizational system that is connected from top to bottom and effective in implementation. They also include continuing to rectify conduct and enforce discipline, advancing a unified approach so that officials dare not, cannot and do not want to be corrupt, governing the Party through systems and regulations, improving Party and state oversight, and tightening responsibility for Party management.

Cadres, organizations and discipline

On cadres, the communiqué says rigorous Party governance depends on rigorous management of officials. It calls for strict education, training, selection, appointment, management and supervision of cadres, a correct approach to personnel selection, and efforts to help cadres establish a correct view of performance. It also mentions training and selecting outstanding young cadres and cultivating, attracting and using talent in an all-round way.

On organizations, it says Party organizations at all levels are the main body of rigorous governance. It calls for systematic development of Party organizations at every level and in every field, strengthening their political and organizational functions, and ensuring that implementation of Party lines, principles, policies and Central Committee decisions is coordinated and precise. It mentions the exemplary role of Party organizations in central and state organs, the functions of local Party committees, primary-level Party building in various fields, Party building in emerging fields, and Party member team building.

On conduct and discipline, it calls for addressing Party spirit, Party conduct and Party discipline together and linking conduct rectification, discipline enforcement and anti-corruption. It mentions following the mass line in the new era, implementing the Central Eight-Point Regulation, making conduct building regular and long-term, and enforcing discipline strictly.

On anti-corruption, it says the Party has no special interests apart from the working class and the broadest masses, and that the Party and corruption are incompatible. It calls for a Chinese approach to anti-corruption, stronger centralized leadership by the Central Committee, and attention to treating both symptoms and root causes. It calls for maintaining a high-pressure posture against corruption, strengthening checks and oversight of the exercise of power, and consolidating the ideological foundation for rejecting corruption.

On regulations, it calls for treating the Party Constitution as the fundamental code of conduct, deepening reform of Party building systems, and aligning law-based governance with regulation-based Party governance. It mentions improving the system of intra-Party regulations, strengthening implementation, and breaking down hidden rules.

On oversight, it calls for improving Party and state oversight, making full supervision by Party committees and leading Party groups substantive, improving the dual leadership system for discipline inspection and supervision, integrating Party oversight with oversight from other sectors, and giving full play to inspections.
